2.Program Features

Public Administration is the discipline that integrates a variety of scientific knowledge and methods to study the organization and process of public administration and its rules. Its emergence and development is closely related to the development needs of public administration. The objective is to promote public organizations especially government organizations more effectively to deliver public services and public goods. Public Administration program of Tianjin University is developed according to urgent need for specialized personnel in the process of public administration reform and development. In 2000, Tianjin University became one of the first pilot units to train professional Master of Public Administration (MPA) degree around the country. In 2006, Educational Economy and Management major was approved by Academic Degrees Committee of the State Council the first domestic Vocational and Technical Education Ph.D. station. In 2010, it was approved by Academic Degrees Committee of State Council to establish first level discipline authorized to offer doctoral degree of Public Administration, which is currently a key discipline in Tianjin. The discipline boasts of a key research base of Humanities and Social Sciences of Tianjin and a practice mentor team grouped by senior civil servants, senior public administration experts, academics, as well as an internship base for postgraduates of government administration. MPA theses have won the prizes of Excellent Thesis Award for MPA institutions in the country for three consecutive years. In recent years, we have undertaken academic and non-academic education and training tasks for nationally transporting a large number of senior professionals under the commission of National Development and Reform Commission, Ministry of Education, Ministry of Construction, the State Ethnic Affairs Commission, Xinjiang Uygur Autonomous Region, Shanxi Provincial Ministry of Organization, Hebei Provincial Ministry of Organization, Heilongjiang Provincial Ministry of Organization, Tianjin Economic and Information Commission, State-owned Assets Supervision and Administration Commission and other government bodies.

Main characteristic of development of the discipline is closely integrated with major and key public administration research subjects appeared in China's reform and development process, to take the initiative of “fully implementing the concept of scientific development and building a harmonious society”. We have trained a large number of specialized personnel for all levels of government who can research into major issues of theory and practice of public administration in the period of China's economic and social transformation, with high research starting point, complete research area, more innovations of the discipline, and more room to grow.

Master of Public Administration in Tianjin University emphasizes on cultivating ability and overall quality of postgraduates and send management and policy analysts that have the attainment of theory and policies and regulations of public administration, master advanced analytical methods and techniques, as well as those who are to be proficient in a particular field of public administration for government bodies and public organizations.

3.Major Scientific Projects and Achievements for the Past Years

In recent years, circling around Public Administration, Land Resource Management, Social Security, Health Services and Pharmacy Management, Management of low-carbon economy, and Educational Economy and Management, we have undertaken and completed longitudinal research projects of the National Natural Science Foundation, National Social Science Foundation, Ministry of Education, Ministry of Science and Technology, Tianjin Science and Technology Committee, Tianjin Social Science Planning Office, as well as more than 100 projects commissioned by government bodies and enterprises. Over 30 projects from National Natural Science Foundation, National Social Science Foundation, provincial and ministerial research projects, and projects commissioned by government bodies and enterprises are currently undergoing; More than 400 papers have been published in core academic journals internationally and domestically. There are also over 20 monographs and textbooks that have been published. We have won more than 20 teaching and scientific research awards as well.

4.The Enrollment for Past Years

The program recruits students from Management, Economics, Humanities, Engineering, Science, and Medicine graduates of the year and managing staff of government bodies and local government, as well as other in-service personnel. With the continuous development of the program and expanded mentor team, the number of candidates and enrollment increases with years.

5.Main Courses and Thesis Requirements During Graduate Study

Major courses during graduate study: Introduction to Public Administration, Social Research Methods, Fundamentals of Management Mathematics, Operations Research, Applied Statistics, Paradigms and Methods of Management Research, as well as compulsory and elective courses for specific research direction.

Students are required to, during graduate studies, lay a solid theoretical foundation, and correctly use theory and methods to solve theoretical and practical problems in the field of public administration. Topic of thesis needs to be chose on the basis of a knowledge of latest international and domestic development in the field, putting forward new ideas through research and demonstration, and scientifically applying relevant researching methods to solve practical problems; Papers should have a rigorous theoretical analysis, steady practice background and detailed practical data; Thesis writing should be provided in an orderly and rational manner with smooth writing and consistent with specifications of dissertation.

6.Employment

In recent years, graduates of the program generally work in government bodies, public organizations, multinational corporations, universities, research institutions, enterprises and institutions, to engage in management and research task, or to pursue a doctoral degree, or study abroad, etc.
