In order to further strengthen our fixed-point poverty alleviation, led by CPC Party Chief Lian-zhong Li, Baofeng Huo, Dean of the CoME, the CoME organized the Party and administrative leadership to conduct a specific research, and formed a research team to carry out the survey in Dangchang County according to the overall deployment at school poverty alleviation work, Longnan City, Gansu Province. On April 19th to 22nd, the research team led by Bao-chen Yang, the Vice Dean of the CoME and constituted of Professor Hui-ying Zhang, Young Scholar Feng Guo and the Director of Party Affairs Office Yan Li, carried out the research on poverty alleviation work in Dangchang County, accompanied by Li-qian He, Tianjin University (hereinafter refer to as TJU) temporary cadre as well as the Deputy Head of Dangchang County.
The first stop of the research is Dangchang Public Service Center of Electronic Business Affairs located in Dangchang County. The person in charge of the center briefly introduces the function orientation of service centers and the important role of the center in E-commerce poverty alleviation work of Dangchang. Afterwards, the CoME team learned about the types and characteristics of products of the service center in the E-commerce Experience Pavilion, and gave professional suggestions on different types of products in target groups, pricing strategies, quality certification and other aspects.
After visiting the E-commerce Experience Pavilion, the research team had a symposium with staff of Dangchang County CPC Party Committee Organization Department and the service center. The two sides first exchanged views on the issue of joint construction of grassroots Party branches in pair, and they agreed that based on specific industry development needs of Dangchang, TJU can select excellent Party branches throughout the university, give full play to its professional and technical advantages, and give business guidance, promote industrial development and give full play to the leading role of Party pair building in tackling poverty. Then, the research team examined the specific problems and development needs in the current operation process of the center such as cost, talent and resources proposed by the person in charge of the service center, and put forward suggestions on gaining policy support, quality certification business expansion and online mall construction.
According to Rui-xue Fan, the Deputy Head of Dangchang County, Dangchang is one of the poorest counties in China. In recent years, according to the instructions of President Jin-ping Xi that "Specialized Farmer Cooperatives are an effective organizational form to drive farmers to increase their income and develop modern agriculture, and advanced experience should be summarized and popularized to further run cooperatives well", the country have been focusing on giving full play to the role of Specialized Farmer Cooperatives in industry cultivation, promoting the local cooperatives to jointly hold shares of the county's prosperous company, and explored the "Dangchang Mode" of cooperatives’ development in group. This mode integrates the limited poverty alleviation resources, realizes the optimal allocation and effective combination of multiple resources, multiple subjects, multiple levels and all kinds of resources, and is an active innovation for the cooperative operation mechanism and even the form of poverty alleviation organization. But at the same time, Fan also pointed out that the "Dangchang Mode" still needs to be further improved, and experts need to combine research and practice to carry out guidance and condensation from the perspective of theory.
Qiangyuan Prosperous Agricultural Development co., LTD. (hereinafter refer to as Qiangyuan Prosperous) is the leading enterprises in the development of industry in Dangchang County, the company has Chinese herbal medicine, beekeeping, woods and fruit, chicken, breeding, vegetable department, connecting 25 towns in Dangchang and responsible for the business guidance and communication of associative cooperatives and village-run cooperatives. Qiangyuan Prosperous uses the formulation of annual production plan and allocates industrial development funds according to the procedure, then the village-run cooperatives organize the production and the company unifies sales to benefit poor households through multi-channel. The CoME team conducted a discussion and research with the head of the company Shu-he Qiu and other key staff members in Qiangyuan Prosperous. Professor Bao-chen Yang and Professor Hui-ying Zhang analyzed the current development situation and some specific problems of the company, and put forward some suggestions on the development of the most important traditional Chinese medicine industry.
With the consideration of "Dangchang Mode", the CoME team went deep into the agricultural cooperatives of each village to carry out field investigation. The team visited Yuezangfu Village for Tourism Demonstration Village and Tsingtao Brewery Co.,LTD poverty alleviation workshop project, Nanhe Town for Golden Chicken industry poverty alleviation project, and Hadapu Town for Chinese Medicinal Materials Associative Cooperative, Sheep Raising Associative Cooperative, Noodle Making and Processing Associative Cooperative and other projects.
During the research, the CoME team communicated with Hao Jiang, the First Temporary Secretary of Dazhai Village, Shawan Town, Dangchang County, Dan-ning Zhao and Tong Mou, members of the Graduate Student Supporting Education Group of TJU, who volunteered to teach in Dangchang No. 1 Middle School. The CoME also knew more about their work in detail and put forward some suggestions.
Since 2013, TJU started the poverty alleviation work in Dangchang, Longnan City, Gansu Province under the guidance of the Ministry of Education and the State Council Leading Group Office of Poverty Alleviation and Development. The university attaches great importance to the fixed-point poverty alleviation work, constantly improves the poverty alleviation mechanism and elaborates the poverty alleviation program. According to the arrangement of poverty alleviation work of the university, the CoME is mainly responsible for promoting theoretical research on poverty alleviation and poverty reduction, and actively exploring ways for universities to participate in local economic construction and other important tasks. This survey is an important measure to implement the school's poverty alleviation system of "Everyone cares about poverty alleviation, everyone supports poverty alleviation, and everyone participates in poverty alleviation". The CoME will further condense and improve "Dangchang Mode" from the theoretical perspective on the basis of this research, give full play to the advantages of management discipline, and accurately support Dangchang County development of each industry, help Dangchang industry poverty alleviation work to win the poverty battle.
