Professor Zhang Shui-bo, NPC Deputy, Delivered Guidance Report on the 2025 "Two Sessions" Spirit to CoME

  On March 18, Zhang Shui-bo, professor of the College of Management and Economics (hereafter called CoME) of Tianjin University (hereafter called TJU), dean of the School of International Project Management, and deputy to the 14th National People's Congress (hereafter called NPC), delivered a special guidance report on the spirit of the "Two Sessions" to faculty and students. The event was presided over by Mao Zhao-fang, party secretary of CoME.

  Following his election as a member of the 13th Chinese People's Political Consultative Conference (hereafter called CPPCC) in 2018, Professor Zhang Shui-bo was elected as a deputy to the 14th NPC in 2023. This year, he attended the sessions as one of 38 deputies from Tianjin Municipality and two deputies from TJU.

  Professor Zhang Shui-bo provided a comprehensive, multi-dimensional introduction to the spirit of the "Two Sessions," covering institutional arrangements, key agendas, guiding ideologies, important remarks by General Secretary Xi Jin-ping, work reports, deliberations of the Tianjin delegation, and major activities.

  He highlighted the significance of this year's sessions as they coincide with the conclusion of the 14th Five-Year Plan. General Secretary Xi's remarks during the sessions addressed critical areas such as integrating technological and industrial innovation, strengthening education's role in supporting scientific and technological talent, comprehensively deepening reform and opening-up, implementing major national development strategies, promoting common prosperity, and upholding the Party's overall leadership. These remarks, profound in thought and rich in content, provide essential guidelines for future work. Premier Li Qiang delivered the government work report on behalf of the State Council, reviewing major achievements in 2024 and outlining general requirements and policy orientations for economic and social development in 2025. The report identified ten key tasks, including "vigorously boosting consumption, enhancing investment returns, and expanding domestic demand in all aspects."

  Additionally, he shared insights from his teaching and research experiences related to national strategies such as the Belt and Road Initiative and the coordinated development of the Beijing-Tianjin-Hebei region. He also introduced the responsibilities of NPC deputies and presented his proposals, including "Strengthening Security Training Prior to Overseas Project Implementation to Better Serve the Belt and Road Initiative" and "Suggestions on Two Major Initiatives."
